    United Nations Security Council Resolution 9 was adopted unanimously by the United Nations Security Council on October 15, 1946. The Council resolved that a nation not a member of the International Court of Justice (ICJ) could voluntarily bring a case before the ICJ, provided that the nation agreed to follow the Court's ruling.[1]
